Professional Activities

Interaction between theories of sustainable development, economic growth, and measurement of national income. Political economy of using taxes, tradeable permits or property rights to control environmental damage at minimum overall cost, with main application being to controlling net emissions of carbon dioxide from fossil fuels. Limits to substitutability of human-made capital and knowledge for environmental resources in production and utility functions.

Academic Highlights

In 2002, with Quentin Grafton, I founded ANU's Economics and Environment Network.  In 2003-04, my PhD student Frank Jotzo (who completed in 2006) and I received a grant from the Hewlett Foundation through Stanford University to study the use of flexible country targets for abating greenhouse gas emissions.
